The National Women Committee of the Senior Staff Association of Nigerian Universities (SSANU-NWC) has called for the immediate suspension of the Vice Chancellor of the Federal University, Oye, Ekiti State (FUOYE), Prof. Abayomi Sunday Fashina, over allegations of sexual harassment brought against him by one of FUOYE’s female senior staff who is also a member of SSANU-NWC.

In a statement signed by the Committee’s National Women Coordinator, Comrade Ijeoma Basil Kalu, and made available to journalists, the Committee is insisting that investigations into the weighty allegations leveled against the VC have lingered for too long, and therefore called for the re-composition of the Council Committee earlier set up to investigate the matter, and the reconstruction of the said Committee which it claims is tilted towards fact-finding rather than an outright resolution of the matter.

“The SSANU National Women Committee expresses dismay and dissatisfaction over the lingering issue of Sexual harassment of one of our own at the Federal University, Oye-Ekiti, Ekiti State, by the Vice Chancellor, Prof. Abayomi Sunday Fasina.

“Despite the provocative words used on our member such as “I like you,” “I am dying for you,” “I like your aura,” “I will disappear and appear” in your room, “forget you are married woman,” etc. by the Vice-Chancellor who is her boss and mentor at the workplace, she categorically rebuked him and refused his advances, yet he persisted, which is clearly a case of Sexual Harassment.

“This despicable act is not just a gross violation of our member’s dignity and fundamental human rights, but it is also a shameful abuse of power that erodes the moral fabric of our academic institutions and by extension our female members,” read the statement.

The demands made by the Committee are as follows:

“The immediate suspension of the Vice-Chancellor, Prof. Abayomi Sunday Fasina, in order to allow for a free and fair investigation of the matter.

“The immediate re-composition of the Council Committee already set up to investigate the matter, and the re-construction of the Committee which is tilted toward fault finding and not resolving the matter.

“The immediate reversal of the suspension of the Branch Chairperson and Secretary, Comrades Ben Faleye and Ayomikun Aluko, who were only acting in the line of their duties.

“The safety and security of our members as they are victims of sexual harassment and intimidation in the workplace.

“And the speedy determination of the matter in a non-prejudiced manner by the Governing Council of the University.”

Lastly, the Committee called on the First Lady of the Federal Republic of Nigeria and that of Ekiti State, and other stakeholders in the various women-oriented groups in the country, to look into the matter and ensure that justice is served appropriately.

“Consequently, we call on the office of the first lady (Federal) and (State), Minister of Education, Minister of Women affairs, Nigeria Labour Congress Women Commissions, the Gender mobile, the ICPC, Stand UP for Women Society, FIDA, and all other appropriate and concerned bodies to dispassionately look into the matter and see that justice is served as appropriate.

Lastly, we stand in full solidarity with our members and all victims of sexual Harassment as we will continue to fight and advocate for a safe and just working environment.

Enough is enough, justice must prevail,” read the statement.

The Joint Admissions and Matriculation Board (JAMB) has emphasized that it does not select examination towns for candidates taking the Unified Tertiary Matriculation Examination (UTME) or the Optional Mock examination.

The Board said the clarification is particularly important as 90% of the available spaces for the optional mock exercise across the country have been filled, leaving only a few states with available slots.

JAMB has observed unusual preferences among candidates regarding their choice of examination towns, likely in an effort to participate in the optional mock examination, it’s spokesman Fabian Benjamin said.

This notice aims to advise candidates against desperately selecting examination towns, only to later accuse the Board of assigning them to examination towns that are far from their residences, towns, or states.

The only states with remaining slots for the optional mock examination are Gombe, Jigawa, Kano, Katsina, Kebbi, Plateau, Sokoto, Taraba, and Yobe. Candidates interested in taking the mock examination in these states are encouraged to select their examination towns accordingly.

While candidates have the right to choose their preferred examination town, JAMB urges them to consider the implications of their choices. Some candidates may select towns that are quite distant, potentially outside their home state. The Board should not be held responsible for such decisions.

The Board allocates Mock examination spaces for candidates to select based on the availability of Mock examination centres, and once a town’s capacity is reached, it will no longer be available for selection.

The Board does not want to be overstressed, as the mock examination is only meant to give deserving candidates the opportunity to experience the CBT environment and enable the Board to test its facilities.

Candidates are encouraged to choose their examination towns consciously with travel logistics and convenience in mind, ensuring a smoother experience on examination day.

By Onuora Aninwobodo

The Joint Admissions and Matriculation Board (JAMB) said it was again compelled to refute the series of baseless allegations by some candidates and their parents, alleging denial of admission despite what, to them, were high scores of the candidates in the Unified Tertiary Matriculation Examination (UTME).

JAMB spokesperson, Fabian Benjamin said a recent case involved a parent, who publicly accused the University of Calabar of unjustly denying his child what he deemed a “rightful admission.”

One of the most recent cases was that of Mr. Godwin Nsan, who publicly accused the University of Calabar of unjust handling of his son’s admission. He had protested in writing to JAMB but was unwilling to provide requested details to establish his case despite pleas from the Board. When he eventually provided the details after he had unduly castigated the University in the media, it was discovered that the score (ranking) of the child who scored 201 in the UTME and whose aggregate score was 34% fell below the 55%; 35% and 35 which were for Merit; Catchment and ELDS respectively whereas he had unduly castigated the University.

To help mitigate such misunderstandings, JAMB has implemented a robust communication system — the Ticketing Platform — where candidates and their guardians can seek clarification before airing grievances publicly. As a regulatory body, JAMB is committed to ensuring that qualified candidates are not substituted for inferior candidates, which is why we established the Central Admissions Processing System (CAPS) to transparently rank candidates for admission selection.

Similarly, a senior public figure alleged that Modibbo Adama University, Yola, sidelined some candidates in its admission exercise. JAMB promptly investigated and found the claims to be unfounded. We communicated our findings to the individual, clarifying why his assertions of discrimination were inaccurate.

To promote accountability among institutions and ensure adherence to admission guidelines, JAMB shared its findings with the relevant universities. The Board will continue to share such with institutions, where necessary, even as the Board, however, cautions institutions against disclosing such confidential information meant solely for institutional use to the public or media. While the Board welcomes genuine complaints, it destest public condemnation of tertiary institutions, who are merely doing their duties.

Recently, a parent publicly claimed that his son, who scored 345, was unjustly denied admission to the University of Jos without valid reasons. JAMB participated in a radio programme to clarify the admission ranking process, advising candidates to consider the overall results rather than relying solely on personal perceptions of brilliance. The candidate and his father were invited to the National Headquarters, where they were shown the result with the son being ranked 86th among other candidates, while only 68 could be admitted based on merit. It is essential to note that in some universities, a score of 345 might rank a candidate as low as 300, depending on the university’s subscription capacity.
The father was subsequently invited to view the admission platform and the ranking of his son. It was there that he saw the strenuous job bring done by the Board to engender equity and fairness and he apologised and left apparently satisfied.

In light of these circumstances, JAMB advises parents to refrain from being swayed by their subjective perceptions of their children’s exceptional abilities without considering the broader context of overall candidate performance. This perspective can help mitigate feelings of desperation and disappointment.

A further example of this misplaced belief in exceptionalism is the misuse of the “exceptionally brilliant window” introduced for the 2025 UTME. This provision allows candidates younger than 16 to sit the examination if they can demonstrate outstanding performance through meeting the standard set by the Board. Surprisingly, a ridiculously high number of candidates have registered through this window, a phenomenon virtually unheard of globally, where only a small fraction typically qualifies. Parents are advised not to exaggerate the brilliance of their children without realising that there are more brilliant candidates out there.

JAMB remains committed to protecting the rights of all candidates by ensuring fair and equitable selection through transparent ranking based on performance. We will investigate any allegations of unfair treatment and provide necessary clarifications.

Currently, a senior university staff is being prosecuted for admission-related crimes, with four others under investigation. JAMB does not tolerate any admission infractions and will take appropriate action against any individuals involved in questionable practices regarding admissions.

We urge parents to refrain from jumping to conclusions without considering the performance of other candidates. The UTME serves as a ranking examination by determining a candidate’s position within a cohort for the limited available spaces in our nation’s tertiary institutions.

The Joint Admissions and Matriculation Board (JAMB) has cautioned registration centres against the trend of nocturnal (nighttime) registration of prospective candidates for the 2025 Unified Tertiary Matriculation Examination (UTME) by certain registration centres.

While JAMB appreciates the enthusiasm of these centers to accommodate as many candidates as possible, this should never come at the cost of the candidates’ personal safety and security, its spokesperson Fabian Benjamin said in a statement.

In light of this, JAMB provides clarity and issues a stern warning to the centres listed below, as well as any others that may consider engaging in similar practices, to immediately cease these activities.
The centres involved in the nocturnal registration are:

1. Thomas Adewumi University, University Drive Off Oko-Idofin Road, Oko, Kwara State
2. CBT Centre Otukpo, 14 Federal Road, Otukpo, Benue State

5. Lafiagi Emirate Information Technology & Innovation Hub, Opposite Main Motor Park, Emir’s Road, Lafiagi, Kwara State
6. Zulqud Consult Ltd (ZCL CBT Center), Government Secondary School, Lugbe By Car Wash, Lugbe Bridge

10. FZX Media Consulting Limited, Km 15, Ikom-Ogoja Highway, Inside Havilla University, Nde, Ikom, Cross River State

This publication serves as a final warning to these centres, as no further notices will be issued before JAMB takes decisive action to address this issue.

JAMB will not tolerate any violations of the regulations governing the registration process and will take appropriate measures against any centre engaged in questionable or exploitative practices during this exercise.

The Board remains committed to monitoring the registration process to ensure strict adherence to all guidelines, thereby safeguarding the integrity of the exercise and promoting fairness and equity in the registration process.

JAMB urges centres to prioritize the well-being of our nation’s youth over mere profit margins.

Our attention has been drawn to the falsehood peddled in the publication of Sahara Reporters titled “Suspected Herders raid LAUTECH students’ off-campus hostels in Oyo, Reportedly kill two.”
.
There is no iota of truth in the story as no student of the Ladoke Akintola University of Technology, Ogbomoso, has been reportedly killed in the nearest past.

There have been cases of armed robbery in some parts of the students area but that is been frontally addressed as the University authority is collaborating with security agencies and local government authorities to ensure regular patrol of the area.

As we write, no arrest has been made to identify whether the assailants are of Hausa, Yoruba, Fulani or Ibo extraction.

It is therefore irresponsible to report such a story without an attempt to reach the University authority for confirmation.

By Shakirudeen Bankole

A Coalition of gender and human rights organizations have stepped into the allegation of sexual harassment made by a female Director at the university against the Vice Chancellor of the Federal University Oye Ekiti (FUOYE), Prof Abayomi Sunday Fasina.
The Coalition, in a petition to the Chairman of the Independent Corrupt Practices and Other Related Offences Commission (ICPC), signed by 12 of its member organisations, seeks a probe into the lingering controversy.

The petition was also copied to the IGP, the National Assembly, the Minister of Justice, the Human Rights Commission and the National Universities Commission, among others.

The case, the Coalition said in its petition,
“represents a gross abuse of authority, contravention of institutional ethics, and a flagrant violation of Nigeria’s legal frameworks on workplace harassment and gender-based violence.”

The Coalition, which emphasized the need for protection of the female staff, expressed its doubt over the ability of the panel constituted by the University authorities to conduct an impartial investigation into the matter.

” We respectfully express our lack of confidence in the integrity and impartiality of the
Committee constituted by the Governing Council of the Federal University Oye-Ekiti to
investigate this matter and request the Independent Corrupt Practices and Other Related Offences Commission (ICPC) to immediately assume jurisdiction over this case to conduct an independent, thorough, and impartial investigation into the allegations against Professor Fasina”, the Coalition said, in its petition.
“The investigative scope should include a review of FUOYE’s internal mechanisms for handling sexual harassment cases, with a focus on identifying systemic failures and recommending necessary reforms.”

The petition reads in full:

The Honorable Chairman,
Independent Corrupt Practices and Other Related Offences Commission (ICPC)
Plot 802, Constitution Avenue,
Central Business District,
Abuja, Nigeria.

Cc:
The Honourable Minister of Education
The Attorney General and Minister for Justice
The Honorable Minister for Women Affairs and Social Development
The Inspector General of Police
The Chairman, Senate Committee on Tertiary Education
The Chairman House Committee on Universities
The National Human Rights Commission
The National Universities Commission
The Chairman, Senate Committee on Corruption

PETITION TO DEMAND TRANSPARENCY, ACCOUNTABILITY, AND JUSTICE
IN THE SEXUAL HARASSMENT CASE INVOLVING THE VICE-CHANCELLOR
OF THE FEDERAL UNIVERSITY OYE EKITI (FUOYE)
We, the undersigned organizations, write with utmost concern regarding the recent revelations involving Professor Abayomi Sunday Fasina, the Vice-Chancellor of the Federal University Oye Ekiti (FUOYE), in a case of sexual harassment against a married subordinate, Engineer Folasade Adebayo, Deputy Director at the Directorate of Works and Services. This case
represents a gross abuse of authority, contravention of institutional ethics, and a flagrant violation of Nigeria’s legal frameworks on workplace harassment and gender-based violence.
This petition seeks to bring to your immediate attention the following points for urgent action:

1. BACKGROUND AND OVERVIEW OF THE CASE
1.1 On January 20, 2025, an exclusive investigative report published by the Foundation for Investigative Journalism (FIJ) detailed allegations of sexual harassment leveled against the Vice-Chancellor of FUOYE, Professor Abayomi Fasina. The report includes audio recordings, which unequivocally capture the Vice-Chancellor coercing a subordinate to engage in an illicit sexual relationship against her will.
1.2 The evidence provided indicates that the Vice-Chancellor abused his position of authority
to make inappropriate and persistent sexual advances toward Mrs. Adebayo. Despite her
repeated refusals, Professor Fasina employed manipulative tactics and leveraged his
administrative powers and institutional influence to pressure her into compliance.

1.3 The Governing Council of FUOYE has constituted a 9-member investigative panel to
examine the allegations. However, the inclusion of an additional mandate to investigate the
“motive” behind recording the audio conversation and its subsequent release raises significant concerns about the potential victimization of Mrs. Adebayo and a lack of impartiality in the investigative process.

2. LEGAL AND INSTITUTIONAL IMPLICATIONS
2.1 Violation of Workplace Ethics and Institutional Guidelines
2.1.1 As a public institution, FUOYE is bound by ethical codes of conduct and workplace
policies aimed at safeguarding employees and students from sexual harassment, discrimination and exploitation. The alleged actions of Professor Fasina constitute a breach of these codes and undermines the integrity and credibility of the university.
2.1.2 His documented remarks highlighted how he strategically promoted Mrs. Adebayo to the
main campus to facilitate closer proximity for his personal agenda. This represents a conflict
of interest, abuse of office, and gross misconduct under extant Nigerian labor laws.
2.2 Contravention of Nigerian Laws on Sexual Harassment
2.2.1 The allegations against the Vice-Chancellor are in direct violation of the Violence Against
Persons (Prohibition) Act, 2015 (VAPP Act), which criminalizes acts of sexual harassment,
coercion, and abuse of power in professional and institutional settings.
2.2.2 Section 14 of the VAPP Act specifically addresses the misuse of authority in sexual
harassment cases and imposes severe penalties on offenders who exploit their positions of
power to demand sexual favors.
2.2.3 Section 19 of ICPC Act criminalizes the use of office or position to gratify or confer an
unfair advantage upon oneself or any other person. Section 22 further reinforces the criminality of an action by a public officer to use their position to confer corrupt or unfair advantages on themselves, their relatives, or associates.

3. CONCERNS REGARDING INSTITUTIONAL ACCOUNTABILITY

3.1 Lack of Impartiality in the Investigative Process
The mandate of the Governing Council’s investigative panel raises red flags about its
objectivity and the likelihood of victim-blaming. By focusing on the victim’s actions (e.g.,
recording the conversations) rather than solely addressing the perpetrator’s misconduct, the
panel risks perpetuating the culture of impunity and discouraging other victims from coming
forward.

3.2 Historical Precedence of Inadequate Responses and Institutional Complacency
FUOYE has a troubling history of mishandling sexual harassment cases involving its staff.
Previous incidents, such as the cases of Professors Adewole Atere and Anthony Agbegbedia, were met with institutional complacency, with perpetrators often receiving minimal disciplinary action while victims were left without justice.

3.3 Potential Retaliation Against the Victim
Given the power dynamics at play, there is a high likelihood of retaliation against Mrs.
Adebayo, including threats to her job security, professional reputation, or personal safety. It is
imperative that she receives adequate protection throughout this process.
OUR DEMANDS
In light of the above, we respectfully request the following actions to ensure transparency,
accountability, and justice:
4.1 Independent Investigation by Relevant Authorities
4.1.1 We respectfully express our lack of confidence in the integrity and impartiality of the Committee constituted by the Governing Council of the Federal University Oye-Ekiti to
investigate this matter and request the Independent Corrupt Practices and Other Related
Offences Commission (ICPC) to immediately assume jurisdiction over this case to conduct an
independent, thorough, and impartial investigation into the allegations against Professor Fasina.
4.1.2 The investigative scope should include a review of FUOYE’s internal mechanisms for
handling sexual harassment cases, with a focus on identifying systemic failures and
recommending necessary reforms.
4.2 Protection of the Victim
4.2.1 The safety and well-being of Mrs. Adebayo should be guaranteed including access to
legal, psychological, and social support as necessary.
4.2.2 Mrs. Adebayo should also be granted whistleblower protection under relevant Nigerian laws to shield her from retaliation or victimization.
4.3 Institutional Accountability and Systemic Reforms
4.3.1 The Federal Ministry of Education should review FUOYE’s institutional policies on
sexual harassment and workplace ethics and mandate the implementation of robust
preventative measures and accountability frameworks and further direct the National
Universities Commission to prioritize sexual harassment prevention as a regulatory issue.
4.3.2 The National Universities Commission should perform its regulatory role of ensuring
quality assurance which should extend to the safety of both educators and learners in
transferring knowledge and acquiring same respectively.
4.3.3 FUOYE’s Governing Council should be held accountable for any procedural lapses or
attempts to shield the Vice-Chancellor from justice.
4.4 Legislative Oversight and Advocacy
4.4.1 The House and Senate Committee on Education should summon FUOYE’s leadership to provide a detailed report on the steps being taken to address this and other unresolved cases of sexual harassment within the institution.

4.4.2 The Ministry of Women Affairs should collaborate with civil society organizations to
advocate for stronger enforcement of anti-harassment laws across tertiary institutions in
Nigeria.
This case serves as a litmus test for Nigeria’s commitment to eradicating power-centred genderbased violence and fostering a culture of accountability in public institutions. In light of the foregoing, we, the undersigned Civil Society Organizations, respectfully urge the Independent Corrupt Practices and Other Related Offences Commission (ICPC) to exercise its statutory powers under the ICPC Act, 2000, particularly Sections 19, 22(3), and other relevant provisions, to investigate the alleged abuse of office by Professor Abayomi Sunday Fasina, Vice-Chancellor of the Federal University Oye-Ekiti (FUOYE). We implore the Commission to ensure that this investigation results in concrete legal and institutional outcomes that serve as a deterrent to similar conduct in the future, thereby upholding the rule of law and fostering trust in Nigeria’s public institutions.
We trust in your Commission’s commitment to justice, transparency, and the eradication of
corruption in all its forms.
Enclosed is the Terms of Reference Document for the Investigative panel set up by the
Governing Council.
